The new hope for the development change in the villages is the focus of the parties, including the communities themselves. Various community initiatives have emerged in several parts of Indonesia, as a result, it may make some positive contribution to the process of social change in the villages. The dynamics of community participation are the changes that occur as a result of the community movements and efforts that influence each other. The community initiative may develop the area into a tourist destination, changes are resulted from the community's efforts to develop the area into a tourist destination, and changes are also resulted from the community's efforts to develop Cigaru Blue Lake into a tourist attraction. In connection with all the changes that occur by the community participation, this study aims to describe 1) the stages of community participation in the management of Cigaru Blue Lake tourism object, 2) the dynamics of community participation in the management of the tourism objects, and 3) the supporting and inhibiting factors of the community participation in the management of Cigaru Blue Lake tourism object. This study uses a qualitative approach with descriptive method.

The data are collected through observations, interviews, and documentations. The data sources are the 4 managers and 5 community members. The results of the study show that the community is involved in the decision-making stage by providing ideas and thoughts in planning to achieve the visions and missions, the implementation stage includes their participation in making the definite structures, making the rides and facilities until bookkeeping, the evaluation stage is monitored by the managers once every three months, while at the stage of taking the benefits, the local citizens of Cisoka may open businesses at Cigaru Blue Lake tourist attraction. The dynamics of participation that occurred in Cigaru Blue Lake tourist attraction brought some changes with the addition rides, adequate public facilities, and the ability to collaborate with the local government (Cisoka District). The supporting factors are the programs that are in accordance with the needs and interests of the community and comply with the prevailing values ​​so as to create strong bonds between the communities. Meanwhile, the inhibiting factor is the geographical condition of the region and the weak economy state of the community which makes the management run slowly.
